The Common European Framework (CEF) is a fairly well-established structure that has been used to describe the language proficiency of foreign-language learners across Europe. It was designed to facilitate communication among various parties working in the field of language development by providing a common basis for describing the skills needed to reach different levels of language proficiency. The CEF is widely used by teachers, curriculum designers and testing organizations in their efforts to promote language competence, and it is gaining acceptance as the standard for grading an individual's language proficiency.
